1. General provisions

1.1. The procedure for the formation of sports teams of the Kirov region (hereinafter referred to as the Procedure) regulates the relations associated with granting the status of “Sports team of the Kirov region” to teams in various types sports included in the All-Russian Register of Sports, logistical support, including the provision of sports equipment, financial, scientific-methodological, medical-biological, medical and anti-doping support for sports teams of the Kirov region (hereinafter referred to as the regional team), provision of training sports reserve for national teams.

1.2. The main goal of forming national teams of the region is to create competitive teams in sports to perform at official competitions of various ranks and to include the best representatives of the Kirov region in the sports teams of the Volga Federal District and Russian Federation by type of sport.

1.3. The regional national team is a group of athletes, coaches, medical workers, and other attracted specialists who ensure high-quality training and performance of the regional national team at official sports competitions.

1.4. The status of “Sports Team of the Kirov Region” is given to teams representing the Kirov Region in championships, championships, and Volga Cups federal district and the Russian Federation (in team sports - in leagues, zones, divisions of various levels) and in other official competitions.

1.5. Granting the status of “Sports Team of the Kirov Region” is carried out by the authorized body executive power Kirov region in the field of physical culture and sports (hereinafter referred to as the authorized body).

2. General principles and criteria for the formation of lists of candidates for regional national teams, the procedure for approving these lists

2.1. The region's national teams consist of main and reserve teams.

2.2. Regional teams are formed by age groups: adult athletes (men and women), youth (men and women), boys and girls. Age groups for athletes - candidates for regional national teams are determined in accordance with the Unified All-Russian Sports Classification, approved in the manner established by the legislation of the Russian Federation.

2.3. National teams of the region are formed in various sports included in the All-Russian Register of Sports and are divided into:

regional teams in team sports;

regional national teams in other sports.

2.4. A candidate for the regional national team is an athlete who has a high sports training, showing consistently high results at official championships and championships of the Kirov region and claiming successful performance at championships, championships, cups of the Volga Federal District, the Russian Federation, official international sports competitions and other official competitions.

2.5. Lists of candidates for regional national teams (hereinafter referred to as lists) are formed based on the results of athletes’ performances in the past sports season.

2.6. The criteria for the formation of lists of candidates for the regional national teams are the criteria for establishing the maximum number of athletes included in the lists of candidates for the regional national teams by sport, determined by the multiple of the maximum application composition at the championships (championships) of the Volga Federal District and the Russian Federation:

2.6.2.2. Reserve squad:

other sports – no more than 1 squad.

2.6.3. The criteria for forming a list of candidates for the regional national team (adult athletes), with the exception of regional national teams for team sports, are the following sports results of athletes in the relevant sport:

in individual types of sports competition program in sports:

in the championship of the Kirov region: 1 – 3 places;

in the championship of the Volga Federal District (qualification for the Russian Championship): 1 – 10 places;

in the Russian Championship: 1 – 30 places;

in the championship of the Kirov region: 1 – 2 places;

in the championship of the Volga Federal District (qualification for the Russian Championship): 1 – 6 places;

in the Russian Championship 1st – 6th place.

2.6.4. The criteria for forming a list of candidates for the regional national team (youth and youth age groups) by sport, with the exception of regional national teams for team sports, are the following sports results of athletes in the relevant sport:

in individual types of sports competition program:

in the championship of the Kirov region: 1 – 3 places;

in the championship of the Volga Federal District (qualification for the Russian championship): 1 – 10 places;

in Russian championships: 1 – 30 places;

in team sports program sports competitions in sports:

in the championship of the Kirov region: 1 – 2 places;

in the championship of the Volga Federal District (qualification for the Russian championship): 1 – 6 places;

in the Russian championship: 1 – 6 places.

2.7. The lists are compiled by the regional sports federation, signed by the head of the regional sports federation for the relevant sport, and submitted to the authorized body no later than May 10 of the current year for winter sports and December 10 of the current year for summer sports.

2.8. Lists are submitted for approval to the authorized body in four copies (one of which is submitted on electronic media). Lists are approved by the authorized body within 10 working days from the date of receipt.

2.9. The lists are valid from June 1 of the current year to May 31 of the following year for winter sports, from January 1 to December 31 of the current year for summer sports.

2.10. One copy of the approved list is sent by the authorized body to the regional sports federation that submitted the list for approval within 10 working days.

2.11. The grounds for refusal to approve lists are:

submission of lists signed by an improper person or in violation of the established deadline for their submission;

presence of inaccurate information in the presented lists.

2.12. Amendments to the approved lists are carried out at the proposals of the regional sports federation for the relevant sport in the event of a decrease in sports results, completion sports career, change of place of registration and in other cases.

2.13. Based on the results of consideration of proposals to make changes to the approved lists, the authorized body makes a decision to make appropriate changes to the approved lists or sends a reasoned refusal to make appropriate changes to the approved lists.

2.14. The grounds for refusal to make changes to the approved lists are:

submission of proposals for changes signed by an improper person;

presence of inaccurate information in the submitted proposals for amendments.

2.15. The approved lists with all changes made are posted on the official website of the Government of the Kirov Region or on the official website of the authorized body.

3. Logistics support for regional teams

3.1. Logistics and technical support for regional national teams is carried out at the expense of the regional budget within the allocated allocations, as well as funds received from patrons, sponsors, charity and other commercial sources not prohibited by law.

3.2. Financing of sports events of regional national teams is carried out in accordance with the calendar plan of official physical education events and sports events based on the principle of consolidating funds from the regional budget, municipal budgets, funds of regional physical education and sports organizations, sports federations (unions, associations) by sport and funds from extra-budgetary sources .

Financing of the preparation and participation of regional national teams in official physical education events and sports events is carried out in accordance with the procedure and standards approved by the Government of the Kirov Region.

Commentary on Article 36 1 - 3. The commented article regulates the formation of Russian national sports teams, as indicated directly in its title. In paragraph 2 of Art. 10 of the 1999 Act on Physical Education and Sports this question was decided as follows: Russian national teams in various sports are formed taking into account the proposals of physical culture and sports organizations of the constituent entities of the Russian Federation by the relevant all-Russian federations in various sports on a competitive basis; The composition of Russian national teams is annually approved by the federal executive body in the field of physical education and sports and the Russian Olympic Committee on the proposals of all-Russian federations in various sports. The article under comment changes this order somewhat. First of all, Part 1 of this article introduces the need for the annual formation of lists of candidates for Russian national sports teams by sport. These lists are formed by all-Russian sports federations (this power of all-Russian sports federations is not indicated in Article 16 of the commented Law for an unclear reason) and are approved by the federal executive body in the field of physical education and sports (i.e. Rossport; see commentary to Art. 5 of the Law; the corresponding authority of Rossport is enshrined in clause 5.3.10 of the Regulations Federal agency By physical culture and sports, approved. Decree of the Government of the Russian Federation of May 29, 2008 N 410). In accordance with part 3 of the commented article, Russian sports teams for preparing for participation and participation in international sports competitions are formed by all-Russian sports federations (this authority of all-Russian sports federations is indicated in paragraph 6 of part 1 of article 16 of the commented Law) from among individuals included in the corresponding list of candidates for Russian national sports teams in sports. As can be seen, in contrast to the 1999 Law on Physical Education and Sports, it does not mention the participation of the Russian Olympic Committee and physical education and sports organizations of the constituent entities of the Russian Federation, as well as the need for approval of the composition of Russian national teams by the federal executive body in the field of physical education and sports. It should be noted that the above-mentioned Statute of Russian national teams, approved. The joint Resolution of the Board of the State Sports Committee of Russia dated June 20, 2001 N 8/2 and the Bureau of the Executive Committee of the Russian Olympic Committee dated September 27, 2001 N 69bi/19a, among other things, stipulates the following: a member of the main Russian national team can be an athlete included in the list the composition of the national team and who has entered into a contract, including with a foreign club, in compliance with the sports principles established by the federal executive body in the field of physical education and sports, the Russian Olympic Committee, public federations, unions and associations for sports; athletes - members of the Russian national team (main composition) are selected for the Russian national Olympic team in accordance with the requirements established by all-Russian federations, associations and unions in sports and set out in the selection criteria for the next Olympic Games in accordance with the requirements of international sports federations; the title of a member of the Russian national team is certified by special signs and certificates confirming their status as members of the Russian national team. Part 2 of the commented article provides for the need to issue a normative legal act establishing general principles and criteria for the formation of lists of candidates for Russian sports teams, as well as the procedure for approving these lists. Based on what was said in the comments to Art. Art. 4 and 5 of the Law in the norm in question we're talking about on the Ministry of Sports Tourism of Russia (the corresponding authority of the Ministry of Sports Tourism of Russia is provided for in clause 5.2.10 of the Regulations on the Ministry of Sports, Tourism and Youth Policy of the Russian Federation, approved by Decree of the Government of the Russian Federation of May 29, 2008 N 408). To date, there is no information about the publication by the Ministry of Sports and Tourism of Russia of the corresponding regulatory legal act.

1. General Provisions

1.1 This provision was developed in accordance with Federal Laws of October 6, 2003. No. 131-FZ “On the general principles of organizing local self-government in the Russian Federation”, dated December 4, 2007 No. 329-FZ “On physical culture and sports in the Russian Federation”, methodological recommendations for the organization of sports training in the Russian Federation, approved by orders of the Ministry of Sports of Russia from 24.10. 2012 No. 325, Law of the Moscow Region dated December 27, 2008 No. 226/2008-OZ “Law of the Moscow Region on Physical Culture and Sports of the Moscow Region” regulatory legal acts of the Taldom municipal district in the field of physical culture and sports in order to regulate issues related to the provision of training for sports national teams of the Taldom municipal district.

The Regulations determine the procedure for the formation of Sports Teams of the Taldom Municipal District, granting the status of “Sports Team of the Taldom Municipal District” (hereinafter referred to as the Sports Team), teams of athletes in various sports, the rights and obligations of members of the Sports Teams of the Taldom Municipal District, and also regulates issues logistics support for sports teams of the Taldom municipal district.

1.2. Sports teams of the Taldomsky municipal district in various sports are formed to prepare for competitions at the intermunicipal, district, regional and all-Russian levels, as well as for other official physical education and sports events and participate in them on behalf of the Taldomsky municipal district.

1.3. National teams of the Taldom municipal district are formed in various sports included in the All-Russian Register of Sports, and are divided into sports teams:

By team sports;

For winter and summer sports;

For adaptive sports;

In applied and technical sports.

2. Main goals and objectives of Sports teams

2.1. Sports teams are created for the purposes of:

Popularization of various sports;

Increasing the level of achievements and prestige of athletes of the Taldom municipal district.

2.2.The main tasks of the Sports Teams are:

Preparation and successful performance at sports competitions different levels;

Improving the skills of leading athletes of the Taldom municipal district;

Preparation of the sports reserve of the Taldom municipal district;

Involving the younger generation in systematic sports activities.

3. Composition of Sports Teams

Taldom municipal district and the procedure for their formation

3.1. The sports team of the Taldomsky district is a team of athletes belonging to various age groups, coaches, specialists in the field of physical education and sports, formed to prepare for sports competitions at various levels and participate in them on behalf of the Taldomsky municipal district.

Granting the status of “Sports Team of the Taldom Municipal District” to teams in various sports included in the All-Russian Register of Sports is carried out on the basis of a resolution of the Head of the Taldom Municipal District.

3.2. Sports teams of the Taldom municipal district may consist of a main and reserve team.

3.2.1. A candidate for the main composition of the Sports Team of the Taldom Municipal District in sports can be an athlete who has high sports training and shows consistently high results in sports competitions.

3.2.2. A candidate for the reserve composition of the Sports Team of the Taldom Municipal District can be an athlete who has the potential for further sports improvement.

Priority for inclusion in the Sports Team of the Taldom Municipal District, other things being equal, is given to the athlete who has shown the highest result in the qualifying or main competitions of the year.

3.2.3. The numerical composition of the Sports Team of the Taldom Municipal District is determined based on the numerical composition of the team’s admission to sports competitions in the sport.

3.2.4. The composition of the sports teams of the Taldom municipal district also includes coaches, medical workers, and other attracted specialists.

3.3. The composition of the Sports Teams of the Taldomsky Municipal District is approved by a resolution of the Head of the Taldomsky Municipal District on the proposal of the Committee on Culture, Physical Culture, Sports, Tourism and Youth Work.

The compositions of sports teams of the Taldom municipal district by type of sport are approved for the sports season.

4. Rights and obligations of athletes of the Sports Team

Taldomsky municipal district

4.1. Athletes of the Sports Team have the right:

Participate in training camps and sports competitions;

Use the district's physical education, health and sports facilities, equipment and inventory free of charge;

Use medical care in municipal health care institutions of the Taldom municipal district in cases of illness and sports injuries;

For logistical support, including accommodation, food, equipment and sports uniform during the period of centralized preparation (training camps) and participation in competitions as part of the Sports Team;

Be insured in case of injury to health as a result of accidents during training sessions and camps, as well as when participating in sports competitions;

Be presented in the prescribed manner for receipt sports titles, as well as awarding diplomas and certificates, other awards for high sports achivments;

4.2. Athletes of the Sports Team of the Taldom Municipal District are obliged to:

Worthy to represent the Taldom municipal district at sporting competitions at various levels;

Participate in sports events, improve your sports skills, show high citizenship, moral, volitional and ethical qualities, observe the rules of hygiene, acquire knowledge about physical culture and sports, the Olympic and international sports movement;

Carry out individual preparation plans, training and competition tasks;

Strive to create a spirit of camaraderie, business rivalry, and respectful attitude towards the management and service personnel of the sports team of the Taldom municipal district, judges, and spectators in the Sports Team;

Follow the instructions of the leadership of the Sports Team of the Taldom Municipal District, the requirements and recommendations of the coaching staff, the doctor during the educational and training process and sports competitions;

Fight for the purity of wrestling, observe the regime, discipline and public order, take care of sports uniforms, inventory and equipment.

4.3. Issues of violation of sports discipline by an athlete of the Sports Team of the Taldom Municipal District are considered by the coaching council of the Sports Team.

4.4. An athlete of the Sports Team of the Taldom Municipal District may be expelled from the Sports Team for a decrease in sports results, systematic failure to fulfill the individual plan and established standards, or violation of discipline.

5. Management and organization of work in Sports teams

5.1. The leadership of the Sports Team of the Taldomsky Municipal District for the relevant sport is exercised as sole command by a coach who is approved for the position by a resolution of the Head of the Taldomsky Municipal District at the proposal of the Committee on Culture, Physical Culture, Sports, Tourism and Youth Work.

5.2. The coach is responsible for the level of training and performance results at sports competitions of athletes - members of the national team, the implementation of training plans, the organization of training camps and participation in competitions, for educational work and psychological climate in the sports team.

5.3. To organize the activities of the Sports Team, medical workers and other specialists from the institution providing sports training may be involved.

5.4. Coaches, medical workers and other involved specialists of the sports teams of the Taldom municipal district are obliged to:

Constantly improve your professional qualifications;

Provide a modern organizational and methodological level of the educational and training process, operational and forward planning based on an analysis of the past stages of preparation and participation in sports competitions of the Sports Team of the Taldom Municipal District and individual athletes;

Strive for the sports teams of the Taldom municipal district to win medals at sports competitions;

to his personal example strive to create in the Sports Team of the Taldom Municipal District an atmosphere of camaraderie, business rivalry, respect for the staff of the Sports Team of the Taldom Municipal District, judges, and spectators;

5.6. The coach of the Sports Team organizes work with members of the national team during the sports season. The beginning and end of the training process depends on the specifics of the sport, the calendar of sports competitions, the periodization of sports training and is established by the institution providing sports training for each sport individually.

5.7. The training process in the Sports Team is carried out on the basis of programs developed by the coach and approved by the institution providing sports training. The main forms of the training process are: group training and theoretical classes, work according to individual plans, medical and rehabilitation measures, testing and medical control, participation in competitions, match meetings, training camps.

5.8. The schedule of classes (trainings) is drawn up by the coach of the Sports Team and approved by the head of the institution providing sports training, in order to establish a more favorable training regime, taking into account the age characteristics of athletes and established sanitary and hygienic standards.

5.9. Duration of one lesson (training) in the Sports team of the main composition:

Should not exceed three academic hours with less than four training sessions per week;

In groups where the workload is 20 hours or more per week - four academic hours;

With two classes a day - three academic hours.

In the reserve sports team:

Should not exceed two academic hours.

5.10. Remuneration for the work of a sports team coach is made in accordance with the Regulations on remuneration, including the remuneration standards for one person engaged in the training stage of long-term training (stage of sports specialization). When applying standards for one student, remuneration is made according to the actual number of athletes in the group within the established maximum number.

6. Logistics support for sports teams

6.1. Material and technical support for the sports teams of the Taldomsky municipal district is carried out at the expense of the budget of the Taldomsky municipal district within the limits of allocations allocated to the Committee on Culture, Physical Culture, Sports, Tourism and Youth Work of the administration of the Taldomsky municipal district.

1. Approve the attached Procedure for the formation of sports teams of the municipal formation "City of Gorno-Altaisk" and their provision.

2. The Head of the Information and Analytical Department of the Administration of the City of Gorno-Altaisk (S.V. Denchik), within ten days from the date of signing of this Resolution, publish it in the newspaper “Bulletin of Gorno-Altaisk” and post it on the official portal of the municipal formation “City of Gorno-Altaisk” "on the Internet.

3. This Resolution comes into force after the day of its official publication in the newspaper "Bulletin of Gorno-Altaisk" and applies to legal relations that arose from 01/01/2014.

This Procedure for the formation of sports teams of the municipal formation "City of Gorno-Altaisk" (hereinafter - the Procedure) was developed in accordance with the Federal Law of December 4, 2007 N 329-FZ "On Physical Culture and Sports in the Russian Federation", Regulations on the Municipal Institution "Department of Culture, Sports and Youth Policy of the Administration of the City of Gorno-Altaisk", guided by articles 38, 43 of the Charter of the municipal formation "City of Gorno-Altaisk", adopted by Resolution of the Gorno-Altaisk City Council of Deputies dated 08/29/2013 N 12-3. The procedure determines the mechanism for the formation of sports teams of the municipal formation "City of Gorno-Altaisk" (hereinafter referred to as the national team) in various sports, the rights and responsibilities of members of the national teams, and also regulates the issues of logistics of the national teams.

2. National teams in various sports are formed in order to prepare for and participate in championships, cups and championships, tournaments of the Altai Republic, intermunicipal and interregional competitions, official open competitions of other regions, all-Russian sports and physical education events (hereinafter referred to as sports events) to achieve advanced positions in the regional, interregional and all-Russian sports arena, participation in them on behalf of the city of Gorno-Altaisk.

3. National teams are formed in various sports included in the All-Russian Register of Sports.

4. An individual athlete who is a member of a national team and sent to participate in sports events on behalf of the municipal entity "City of Gorno-Altaisk" is equated to a national team.

5. The composition of the sports team and the financial costs for the participation of this team in a sporting event are determined in each case by a separate order of the head of the Municipal Institution “Department of Culture, Sports and Youth Policy of the Gorno-Altaisk City Administration”.

II. Goals and objectives of forming sports teams

6. The main goal in forming national teams is to create competitive teams in various sports to participate in sporting events and delegate the best representatives from among the athletes of the municipal entity "City of Gorno-Altaisk" to the sports teams of the Altai Republic, the Siberian Federal District and the Russian Federation according to various sports.

7. The tasks of the national teams are:

Preparation and successful performance at sports competitions;

Increasing the prestige of sports;

Improving the skills of leading athletes of the city of Gorno-Altaisk;

Involving the younger generation in systematic sports activities.

III. Composition of national teams, order of their formation

8. A national team is a group of athletes, coaches, and other attracted specialists who ensure high-quality training and performance of athletes who are members of the national team at sports competitions.

9. National teams are formed by the Municipal Institution “Department of Culture, Sports and Youth Policy of the City Administration of Gorno-Altaisk” (hereinafter referred to as the Department) on the basis of proposals from city (regional) federations in sports, heads of municipal sports institutions (hereinafter referred to as institutions) cultivating relevant sports, or the senior coach of the national team, appointed by order of the head of the Department.

10. National teams can be formed both to carry out the ongoing educational and training process and participate in sports events, and to participate in individual specific sports competitions.

11. National teams may consist of a main and reserve team.

12. A member of the national team can be an athlete who has high sports training, takes prizes at championships in the city of Gorno-Altaisk, the Altai Republic, and shows consistently high results in other official sports competitions.

13. A candidate for the main team of a national team in a sport can be an athlete who has high sports training and shows consistently high results in official sports competitions or in qualifying competitions.

14. An athlete who is a winner or prize-winner of official sports competitions and has the potential for further sports improvement can become a candidate for the reserve team of a national team in a sport.

15. A candidate for the national team of the city of Gorno-Altaisk in an adaptive sport can be a disabled athlete or an athlete with disabilities health, regularly involved in sports and is a winner or prize-winner of competitions in the relevant sport in the city of Gorno-Altaisk or other official sports competitions among disabled athletes or athletes with disabilities.

16. Priority for inclusion in the national team, other things being equal, is given to the athlete who has shown the highest result in the championships of the city of Gorno-Altaisk.

17. The national teams also include coaches and other attracted specialists necessary to ensure high-quality training and performance of the national team at sports competitions.

18. The size of the national team for participation in sporting events is determined based on the conditions for the team’s admission to higher sporting events.

19. The composition of the national teams is approved by order of the head of the Department.

20. The composition of national teams for team sports is approved for the sports season, for winter sports - for the period from the beginning of the winter season to the beginning of the next season. The composition of national teams for other sports is approved for the calendar year.

21. National teams are determined this year for the next year, based on the assigned tasks and financial security at the time of making the decision to form a national team.

22. If an athlete refuses to join the national team or the athlete is expelled from the national team, a decision may be made to include the next athlete from among the candidates for the national team.

IV. Rights and responsibilities of national team athletes

23. Athletes of the national team have the right:

Participate in educational and training events and sports competitions;

Use municipal sports facilities, equipment, supplies, sports and dress uniforms free of charge;

Receive sports and dress uniforms;

Be submitted in the prescribed manner for receipt sports categories and sports titles in compliance with the norms and requirements of the United All-Russian sports classification, as well as awarding diplomas and certificates, and other awards for high sporting achievements;

For high sporting achievements, receive cash scholarships and other rewards provided for by municipal legal acts of the city of Gorno-Altaisk;

To exercise other rights in accordance with the legislation of the Russian Federation.

24. Athletes of the national team are obliged to:

1) worthily represent the city of Gorno-Altaisk at sporting events;

2) participate in sports competitions, improve their sports skills;

3) fulfill individual training plans, training and competitive tasks, requirements and recommendations of the coaching staff and doctors;

4) comply with safety requirements while participating in physical education and sports events, educational and training events and while at sports facilities;

5) not to use doping substances and comply with mandatory doping control in accordance with the established procedure;

6) comply ethical standards in the field of sports;

7) comply with the provisions (regulations) on physical education events and sports competitions in which they take part, and the requirements of the organizers of such events and competitions;

8) comply with sanitary and hygienic requirements, medical requirements, regularly undergo medical examinations in order to ensure the safety of sports for health;

9) perform other duties in accordance with the legislation of the Russian Federation.

25. Issues of violation of sports discipline by an athlete of a national team are considered at the coaching council of the national team, or at the institution or organization that represented the athlete.

26. An athlete of the national team may be expelled from the national team for a decrease in sports results, systematic failure to comply with the individual plan and established standards, or the use of prohibited drugs (doping).

V. Management and organization of work in national teams

27. The leadership of the national team for the relevant sport, as sole command, is carried out by the senior coach, who is appointed by order of the head of the Department.

28. The senior coach is responsible for the level of training and results of performance at sports competitions of athletes of the national team, the implementation of training plans, the organization of training camps and participation in sports events, for educational work and the psychological climate in the national team.

29. The senior coach heads the coaching council. The coaching council is elected from among coaches and other persons to develop a general strategy in the methodology of preparing athletes of the national team for performances at sports competitions.

30. The personal trainer of an athlete of a national team may be involved in the national team in accordance with the established procedure for the period of centralized preparation and participation in sports events. The participation of a personal trainer in the work of the national team can be considered as advanced training and taken into account when awarding him honorary titles.

31. Coaches and other attracted specialists of national teams perform work in accordance with the terms of the joint cooperation agreement on the basis of which they are involved. Coaches and teachers can be involved in working with national teams under the terms of concluding a municipal contract with them.

32. Coaches and other involved specialists of national teams have the right:

1) to provide, in accordance with the established procedure, compensation payments for the cost of accommodation, food, travel, sports uniforms for performing work at centralized training camps and trips to sporting events;

2) to receive other rewards provided for by municipal legal acts of the city of Gorno-Altaisk for high sports results;

3) to submit awards for high sporting achievements of athletes, conferring titles, awarding insignia, diplomas and certificates in the prescribed manner.

33. Coaches and other involved specialists of national teams are obliged to:

1) constantly improve their professional qualifications;

2) ensure a modern organizational and methodological level of the educational and training process, operational and long-term planning based on an analysis of the past stages of preparation and participation in sports competitions of the national team and individual athletes;

3) strive for progressive improvement of the athletes’ skills, avoiding forcing the athletes’ sports form;

4) strive for national teams to win prizes at sports competitions;

5) by his personal example, strive to create in the national team an atmosphere of camaraderie, business rivalry, and respectful attitude towards the team’s service personnel, judges, and spectators;

6) accumulate and transfer experience in the field of training methods and achievements of scientific, methodological and medical-biological support to new generations of coaches and athletes of national teams.

VI. Material support for national teams

34. Material and technical support for national teams is carried out at the expense of the Department’s budget allocated for these purposes for the next financial year, as well as from other sources.

35. The costs of logistics for national teams in sports include:

1) compensation for the cost of food during the trip and on the days of sporting events;

2) compensation for the cost of living, including booking accommodation;

3) compensation for the cost of transporting sports equipment;

4) compensation for the cost of food, accommodation, rental of sports facilities during centralized training camps;

5) compensation for the cost of travel of persons included in national teams to the venue of sporting events and back, including booking tickets;

6) purchase of sports uniforms, shoes and individual equipment;

7) rental of sports facilities, including payment for services for the provision of sports facilities, swimming lanes, and so on;

8) rental of vehicles;

9) provision of pharmacological, restorative agents, vitamin preparations, general medical medications, passing medical and anti-doping examinations;

10) other expenses provided for by current legislation, as well as regulations (regulations) on holding official sporting events.

36. This Procedure establishes the Standards for financing sports teams of the municipal formation "City of Gorno-Altaisk" (Appendices 1 - 7).

37. Expenditure of funds for the provision of national teams is carried out according to the expense items provided for by this Procedure, and in the volumes provided for in the budget estimate for these purposes.

38. The basis for spending funds on each event is an order from the head of the Department with an approved cost estimate.

39. Responsibility for the timely submission of reports to the Accounting and Reporting Department of the Gorno-Altaisk City Administration is assigned to the recipient budget funds.

40. Control of the targeted expenditure of budget funds is carried out by the municipal institution "Financial Department of the Administration of the Municipal Formation of the City of Gorno-Altaisk" within the limits of its powers.

VII. The procedure for providing national teams

41. Financial support for national teams is provided for participation in physical education events and sports events (hereinafter referred to as events) included in Calendar plan official physical education and sports events of the Committee for Physical Culture and Sports of the Altai Republic, in the Calendar of mass sports events of the municipal formation "City of Gorno-Altaisk".

The procedure for forming national teams of the municipal formation "City of Gorno-Altaisk" (hereinafter - the Procedure) provides for the participation of the Administration of the city of Gorno-Altaisk (along with funds from budgets of other levels and extra-budgetary sources) in financing events from the municipal budget.

42. Events mean: championships, cups and championships, tournaments of the Altai Republic, intermunicipal and interregional competitions, official open competitions other regions, all-Russian sports and physical education events, as well as mass sports, recreational and sports holidays, festivals, competitions, seminars and other similar events held on the territory of the municipal formation "City of Gorno-Altaisk", the Altai Republic, and other constituent entities of the Russian Federation.

43. The order of formation determines financial support national teams, including during their preparation and during participation in sporting events.

44. The basic rules and financial conditions for holding events are established in the regulations (regulations) on holding events.

45. The sending of national teams to the event is carried out on the basis of the regulations (regulations) of the competition, or official invitation(call) from the organization hosting the event.

46. ​​The Department has the right to make changes to the declared events, as well as to redistribute the funds allocated for them within the approved limits of budget allocations, in accordance with the Standards for financing sports teams of the municipal formation "City of Gorno-Altaisk" (Appendices 1 - 7).

47. The standards for financing activities are developed taking into account the prevailing prices and current tariffs in the territory of the Altai Republic, ensuring the most economical and rational use of budget funds, and are approved by the Resolution of the Administration of the city of Gorno-Altaisk.

VIII. Event financing

48. Financial support for activities is carried out from local budget funds provided for the financial year and planning period, and other sources.

49. Expenses related to:

1) with the participation of sports teams in official events on the territory of the Altai Republic;

2) with the holding and participation of national teams in events held outside the Altai Republic, not included in the Calendar of official physical education and sports events of the Committee on Physical Culture and Sports of the Altai Republic and not subject to funding from the republican and (or) federal budgets.

50. The department may transfer part of the functions for the preparation and participation of athletes of national teams in events municipal institutions, public and other organizations, on the basis of municipal contracts concluded with them. In such cases, the Administration of the city of Gorno-Altaisk transfers the part of the financial resources established by the municipal contract, provided for in the estimate for participation in this event, to the bank accounts of these organizations for their performance of the relevant functions for the preparation and participation of athletes of national teams in the event.

51. The department may conclude municipal contracts paid provision services for the performance of certain functions for the organization and participation of members of national teams in sporting events with individuals - representatives of federations in sports, coaches or athletes of national teams of the municipal formation "City of Gorno-Altaisk".

52. Agency agreements on full financial liability may be concluded with representatives of federations in sports, coaches or athletes of national teams, in accordance with which the Administration can issue to this person to report cash for travel, accommodation and meals for members of sports teams of the municipal formation "City of Gorno-Altaisk".

Organizations and individuals performing the functions specified in agency agreements for the preparation and participation of athletes members of national teams in sporting events spend funds in accordance with the estimate approved by order of the head of the Department. The financial report on the holding of a sporting event (participation in the event) is submitted to the Municipal Budgetary Institution "Centralized Accounting Department of the Department of Culture, Sports and Youth Policy" (hereinafter referred to as the Centralized Accounting Department) an individual within three days.

The information report is submitted to the Department no later than the next working day after the end of the event.

53. Compensation payments to athletes, coaches, employees of physical culture and sports organizations for conducting educational and training camps and participation in sports competitions outside the municipal formation "City of Gorno-Altaisk" are made with a 100% advance in accordance with a pre-agreed and approved cost estimate, specified in the agency agreement. Actual expenses are confirmed by relevant documents attached to the expense report, which is submitted to the Centralized Accounting Department. Reimbursement for food expenses for members of national teams on travel days and on event days is made according to the reporting sheet, in accordance with the standards established in Appendix 1 of this Procedure.

IX. Expenditure of funds aimed at providing national teams

54. Events held on the territory of the Altai Republic:

1) To receive funds for financial support of national teams for events held on the territory of the Altai Republic, it is necessary to provide regulations (regulations), another document defining the place, terms and conditions of the event.

2) To send (send) national teams to an event in the prescribed manner:

55. Events held outside the Altai Republic:

1) in order to receive funds for financial support of sports teams for events held outside the Altai Republic, an athlete, coach or representative of a national team must submit the following documents:

Regulations (regulations), other document defining the place, terms and conditions of the event;

Written justification for the need to participate in the event. The reason may be the lack necessary conditions to improve the training of athletes on the territory of the Altai Republic, absence from the territory of the Altai Republic required level competitions or rivals necessary to improve the competitive training of athletes;

2) for business trips (sending) to events of national teams in the prescribed manner:

An order is issued from the Head of the Department, including the timing of the event, the number of participants and a list of expenses to be financed;

A cost estimate is approved indicating the specific amount of funds allocated for sending (sending) sports teams to the event.

56. Educational and training camps for national teams (hereinafter referred to as TTC) are organized and held on the territory of the municipal formation "City of Gorno-Altaisk" in order to prepare for participation in sporting events. If justified and funding is available, training sessions are carried out outside the municipal formation "City of Gorno-Altaisk".

57. The number of training sessions conducted is established by the Calendar of mass sports events of the municipal formation "City of Gorno-Altaisk", the number of training participants - by order of the head of the Department. During the competition, training sessions are not held.

58. The expenditure of local budget funds for events among disabled athletes is carried out in accordance with the Standards for financing sports teams of the municipal formation "City of Gorno-Altaisk" (Appendices 1 - 7).

3. If the sporting event lasts less than 4 hours, the cost norms are reduced by 50%.

4. If there is no possibility of provision organized meals in places where sporting events are held, participants in sporting events are allowed to issue cash by non-cash payments within the framework of the expenses provided for the holding of this event.

5. When conducting centralized training sessions at specialized and complex sports bases, food costs are included in the total cost of stay of one participant at the training facility (one person-day).

Organizations holding competitions have the right, at the expense of their own, sponsorship and other attracted funds, to make additional payments to the established costs of providing vehicles for participants in sporting events.

Vehicle rental should not exceed 10 hours per day.

The cost of rental services for all sports facilities is considered if there is a calculation of the cost of one hour of services.
