Why doesn't probability theory work?

Eliminate violations identified on lottery tickets, regarding the indication on lottery tickets of unreliable (incomplete) information about the name of the corresponding lottery and the algorithm for determining winnings, in order to prevent further violations of the rights of lottery participants and requirements for lottery tickets.
The said Order ordered the Company to eliminate the violations within 30 days from the date of delivery (receipt) of this order.
