1.2. In its activities it is guided by government regulations, the Legislation of the Russian Federation, orders and instructions of higher authorities, regulatory documents, and the Charter of the district administration.

Head of a preschool educational institution:

2.1. Provides leadership to educational and methodical work, plans the financial and economic activities of the institution.

2.2. Determines the strategy, goals and objectives of the institution, makes decisions on program planning of its work.

2.3. Provides systematic educational and administrative work of the institution.

2.4. Studies and implements best teaching practices.

2.5. Together with the Council of the educational institution, it develops and implements development programs for the institution, curricula, courses, disciplines, annual, calendar educational schedules, internal regulations and other local acts, approves them and promotes the development of the institution in accordance with modern requirements, and manages the pedagogical council.

2.6. Creates optimal conditions for full-fledged comprehensive development and training of pupils, protection and promotion of their health in accordance with the state educational standard and programs implemented in the institution.

2.7. Resolves scientific, educational, methodological, administrative, financial, economic and other issues within its competence.

2.8. Based on the working conditions and focus, programs being implemented (type of educational institution), determines the management structure and staffing schedule of the institution within the limits of the funds allocated to it in the established manner for wages.

2.9. Plans, coordinates and controls the work of structural units and employees of the institution.

2.10. Encourages and stimulates the creative initiative of employees, maintains a favorable moral and psychological climate in the team.

2.11. Establishes allowances and additional payments to the official salaries of employees of the institution in accordance with the Regulations on material incentives adopted by the meeting of the labor collective.

2.12. 0organizes work among parents (authorized representatives) on issues of raising and educating children in the family, promotes pedagogical and hygienic knowledge, attracts parents (authorized representatives) to participate in the activities of the institution, determined by the Charter and the Parent Agreement.

2.13. Regulates the activities of public organizations in the institution, permitted by the Legislation of the Russian Federation, ensures effective interaction and cooperation with enterprises and organizations, the public, parents (legal representatives).

2.14. Communicates with schools and children's clinics. Promotes the activities of pedagogical, psychological organizations and methodological associations in educational institutions.

2.15. Represents the interests of the educational institution, acts on its behalf without a power of attorney.

2.16. Manages the funds and property of the educational institution within the limits of its powers and in accordance with the Charter.

2.17. Provides medical care and balanced nutrition for children, taking into account the operating hours of the institution.

2.18. Organizes licensing of the institution, certification and tariffication of workers within the established time limits.

2.19. Organizes additional services at the institution (including paid ones) in accordance with the requests and wishes of parents (legal representatives).

2.20. Provides labor protection and safety measures for workers.

2.21.Keeps records of those liable for military service in accordance with established rules.

3. RESPONSIBILITIES

The head of a preschool educational institution is obliged to:

3.1. Manage the activities of the institution within its competence in accordance with current legislation, regulations, the Charter of the institution, the Model Regulations on a preschool educational institution, and local acts.

3.2. To staff the institution with children of the appropriate age in the manner determined by the founder, to conclude a Parental Agreement with parents (authorized representatives). Provides social protection for children.

3.3. Appoint and dismiss service personnel, provide correct selection and placement of personnel, management and control of personnel work.

3.4. Establish in accordance with labor legislation, internal labor regulations and qualification characteristics, job responsibilities of employees.

3.5. Create the necessary conditions for professional development and training.

3.6 Timely familiarize employees with the legislation of the Russian Federation, Government decrees, other regulatory documents and local acts regulating the activities of the institution.

3.7. Monitor the implementation of:

    measures to protect the life and health of children (organization of health-improving work);

    sanitary and anti-epidemic regime;

    Internal regulations;

    Fire safety rules;

    Rules for cleaning, ensuring cleanliness and orderly maintenance of the territory of an educational institution

3.8. Monitor the organization and quality of food in the institution.

3.9. Ensure rational use of state educational funds and timely conclusion of contracts.

3.10. Submit accounting and statistical reports to higher authorities in accordance with the established procedure.

3.11. Based on the results of tariffication and certification, set rates wages and official salaries to employees within the limits of the wage fund and in accordance with current legislation.

3.12. Ensure high-quality registration, recording and storage of institution documentation in accordance with the nomenclature of files.

3.13. Ensure the safety of the institution’s property (including children’s property).

3.14. Report on your activities and the state of affairs in the institution to the Founder, parents (legal representatives) and the workforce.

3.15. Receive citizens and parents (legal representatives) at the institution on visiting days and hours determined by the founder.

4. RIGHTS

The head of a preschool educational institution has the right:

4.1. Resolve all issues related to the management of pedagogical, economic and financial activities institutions in accordance with current legislation.

4.2. Act without a power of attorney on behalf of the institution, represent its interests in all government, public organizations, enterprises, institutions.

4.3. Conclude economic and employment contracts, issue powers of attorney, open current and other accounts in banks.

4.4. Develop staffing and cost estimates within the planned funds.

4.5. Within its competence, issue orders and instructions, approve local acts, determine the volume of educational and other workload of employees not lower than the standards provided for by labor legislation.

4.6. Apply incentive measures to employees, and, in necessary cases provided for by law, impose disciplinary sanctions.

4.7. Represent employees to higher authorities for promotion and awards.

5. RESPONSIBILITY

The head of a preschool educational institution is responsible for:

5.1. For staffing the institution with children in accordance with the plan.

5.2. For the full implementation of educational programs, taking into account the type of institution and its curriculum.

5.3. For the life and health of children, the organization of rational nutrition, the sanitary and hygienic condition of the institution.

5.4. For the observance of the rights and freedoms of pupils and employees of the institution during the educational process in the manner established by the legislation of the Russian Federation.

5.5. For the implementation of labor protection legislation, timely and correct investigation and recording of accidents with students and employees of the institution during the educational process, development and implementation of measures to eliminate the causes of the accident.

5 B. For the educational, educational and financial and economic activities of the institution to the founder, the correct expenditure of funds in accordance with the estimate approved by the founder, the charging of employees, for the correct maintenance of monetary, material and product reporting.

5.7. For the organization accounting, compliance with the law when performing business transactions.

5.8. For the accuracy of information and reporting submitted to higher authorities, institutions, parents (legal representatives) and citizens.

5.9. For the organization, completeness and quality of military registration, organization and implementation of civil defense activities in the event of emergency situations, implementation of orders of the chief of staff of the District Civil Defense.

5.10. For the level of qualifications of teaching staff.

5.11. For failure to perform functions within his competence.

5.1.2 For other actions. provided for by the legislation of the Russian Federation.

6. WORKING MODE AND CONDITIONS OF PAYMENT

Head of a preschool educational institution:

b.1. Applies to employees with irregular working hours. The working day is 8 hours (40 hours per week).

b.2. Duration of annual paid leave 42 (5b) calendar days depending on the type of preschool institution.

6.3. The official salary is established in accordance with the tariff and qualification characteristics and volumetric indicators for classifying an institution into the group for remuneration of managers.

b.4. For high-quality, intensive and conscientious work, initiative and creativity, the head of the institution has the right to establish additional payments, allowances and bonus payments to the official salary by decision of the founder.

6.5. The amount of teaching work that can be performed by a leader in the same educational institution in addition to the main job without holding a full-time position is determined (paid) by the founder.
